Did you have a long-running transaction when the server restarted? Sometimes, these can cause issues during server recovery. I hope your server is back online now. If it isn’t, you’ll need to open a support case to get it back online.
What causes long recovery on Azure Database for PostgreSQL Recent checkpoints are critical for fast server recovery. Once a restart happens, either it was a new instance (failover to healthy instance) or same instance (in-place restart) will connect to disk that has all logs, all WAL logs after the last successful checkpoint need to be applied to the data pages before the server starts to accept connections again.

I used azcommunity@microsoft.com but it says it is in unmonitored state.
It's more than 24hrs and still facing the issue. Can i get an email to submit a support request?

Is your server in the East US region? It seems today June 19, 2024, Azure has been experiencing an issue affecting the Azure Database for PostgreSQL flexible servers in that region. Look like you may need to wait for the server to come online due to ongoing issue in that region.
