IPAM update 6.3.1 to 10.0.0.1- is it possible?

I am banging my head over this update. Many different attempts to update IPAM version 6.3.1 on Windows 2012R2 server to version 10.0.0.1 on Windows 2022 server fails. Is this update possible? It seems that the fact that version 6.3.1 does not have an IPAM admin role appears to be the culprit. Is there a way around this? I have tried in-place upgrade, buolding a new Windows 2022 server, enabling IPAM and restoring the old database onto the new one does not work and even tried exporting data from old to new also does not work. Any help is appreciated.
