Is there an alternative to contacting Azure Support if the Service Request creation process repeatedly hangs?

Our Azure subscription includes Standard Support and our payments are up to date. When trying for the past two days to log a service request on a technical problem (a logic app action fails, seemingly due to a dependent Azure service for auto-starting our VMs being unavailable), the process progresses to a point where a troubleshooting workflow is kicked off, returning the message 'A solution page is available'. When clicking on the button 'Open solution page', nothing happens. I cannot find a workaround to this (I looked for a way to report the hanging SR-logging process but the SR-logging lookups do not provide a route to this). Given that I am not able to log a SR or to contact Azure Support, it is not clear what value we are supposed to receive from Azure's Standard Support subscription.

    To raise a support request, please follow the instructions from this link - - https://docs.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request

    The "trick" is: Click on Return to support request in the page with the troubleshooting guides. This way you should be able to submit the support request.
