I understand that you are unable to pay the due and the subscription is disabled. You mentioned that you have a basic support plan due to which you are unable to raise a support ticket. FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge.

You need to reach out to Azure billing and subscription management support team to re-enable the subscription and then you can try the payment of the due amount.
Question 2: How can i upgrade my Azure support Plan
Once the subscription is re-enabled you can cancel the current plan and purchase an upgrade one through Azure portal.
