Need help paying old invoice that is locked on my billing page

I'm unable to create an Azure subscription because of an old invoice for 13 cents. I'm not able to pay the invoice because it is locked and it says I cannot pay it in the portal and wants to contact Azure support. I'm stuck.

    It looks like your Azure subscription is disabled due to non-payment of old invoice and you are unable to create a support ticket. Since you are unable to create a support request, I suggest you try the following options:

    FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge.
