who owns the custom capability from Microsoft?

The ESim class doc says it requires a custom capability declaration(Microsoft.eSIMManagement_8wekyb3d8bbwe). And according to my local test, this capability also needs a sccd file to work properly. Since it's a custom capability with Microsoft prefix, who should i contact with if i want to request this capability for my application.

Generally, your app needs to be given privileged access by mobile network operators first, so that you will be able to use this capability.

one problem is that currently there is no ESim profile on my device. And i just use ESim api to fetch EID, which shoud be binded to the device i guess. From my understanding, there is no specific mobile network operator for now?

I have to say that I'm unable to answer that. It's out of scope. You might need to consider opening a support ticket and ask for 1:1 support about how to use that custom capability.
