What are the steps i need to follow to access Azure flexible database server from the application

Our Database has been migrated from single server instance to flexible server instance. I am not clear about the steps that we need to follow post migration to configure flexible server.
Our requirements are as below
- The Database access is not public. It is allowed only for specific IPs.
- we have username and password to connect with the single server instance. We need to use the same username and password.
Also, since we are from development team we don't have access to the Azure Subscription also. How can we proceed further.
