- PublishingEditor:CreateItems, CreateSubfolders, DeleteAllItems, DeleteOwnedItems, EditAllItems, EditOwnedItems, FolderVisible, ReadItems
- PublishingAuthor:CreateItems, CreateSubfolders, DeleteOwnedItems, EditOwnedItems, FolderVisible, ReadItems

You could grant NonEditingAuthor permission for users which will meet your requirement.
Add-MailboxFolderPermission -Identity sharedmailbox:\Calendar -User user -AccessRights NonEditingAuthor
Set-MailboxFolderPermission -Identity sharedmailbox:\Calendar -User user -AccessRights NonEditingAuthor
