How to Cancel Pay-As-You-Go Azure Subscription and Request a Refund?

I signed up for a Microsoft Azure account initially as a free account, but I couldn't sign in. The system indicated that I could only use the Pay-As-You-Go option. After opting for Pay-As-You-Go, I was debited but still unable to access the resources. What steps are needed to unsubscribe and request a refund?

    Cancelation of Azure Subscription follow with below steps:
    1.Sign into the Azure Portal
    2.Navigate to your subscription: In the top left corner, click on your subscriptions name.
    3.Click on Cancel under the Subscription section.

    Refund:
    1.Go to the Azure Support page.
    2.Under Problem type, select Subscription management.
    3.Under Problem subtype, choose Refund request
    4.Describe the situation (including the issues accessing resources) and submit the support request. Provide any transaction or account details related to the charges
