Hello,
I need help with some licensing clarity. We have a physical server running Server 2019 Datacenter. We have approximately 8 VMs running various versions of Server Std. I need to add 2 new servers (a Domain Controller and a File Share/Print server). I am having a hard time figuring out what I need exactly for licensing. I will probably assign 2 virtual CPUs to each. And have about 55 named users. There will be no RDP requirements.

You can create unlimited Windows Server 2019/2016/2012 R2 VMs on the Windows Server 2019 Datacenter host.
To activate the VMs you can use AVMA.

Thank you for the input. I must also understand the required licenses for the two new Virtual Servers.
If I understand the literature correctly, even though the physical server hosting Hyper-V has been licensed to cover 16+ Cores, it sounds like each of the Virtual Servers (OSEs) also have to be licensed at a minimum of 16 cores. This seems like you're re-licensing the same cores over and over. A bit absurd to be honest. Especially when you're only assigning a couple of virtual CPUs (cores) to the virtual server.
