Try Repair Android SDK
I got the same problem and after repairing the SDK, and reopen the solution, the "Archive" Appears again
Tools ---> Android ----> Android SDK Manager

I cannot see any archives in Archive Manager, and when commanding "Archive..." project in Solution Explorer, no new archives appear, despite no visible errors.
This worked fine a few weeks ago (even though mainaining a seesion with the mac long enough for a build could literally take 2 days of cleaning, restarting, rebooting, etc).
Nothing appears in the Archive manager.
I uninstalled VS, reinstalled, and I could archive an Android build, but not the iOS version.
Closed VS, reopened, and the Android archive had gone.
Since then, I cannot archive either project..
Both Android & iOS project build, and run on devices just fine.
Help???! I've already been trying everything I can for three days..

I test to archive android and iOS project with Visual Studio 16.8.2 , everything works fine .
I suggest you install the latest stable version 16.8.3 instead of the preview version 16.9.0.

When I switch my solution to release mode then the archive option appears again
