ftp server in windows xp firewall problem

I can't remember how to configure Windows Firewall to permit the FTP server built into to Windows XP to work. I know it's a firewall problem because all my problems go away when I turn it off.

I've added an exception to port 21, but I can't transfer any files with Filezilla client.

I only want computers on the 192.168.1.0/24 network to be able to connect to the computer in question via FTP (or anything else for that matter), and I have my Linksys Router/Firewall/NAT/Switch configured to direct incoming connections to my public IP on port 21 to another address (usually turned off), so if there's a way to add further restrictions to the ACL other than just permitting all anonymous connections on port 21, I'm willing to listen.

Anyways, what else do I need to do in Windows Firewall to get Filezilla FTP client to be able to download files from the FTP besides clicking on the exceptions tab, and adding port 21 (TCP)? I tried adding port 20 as well, which according to IANA is "FTP CTRL", but it didn't help.

    Neither link tells me how to get passive FTP to work with Windows FIrewall. I can't believe that nobody has used the FTP in Windows XP since SP3 was released (probably more like SP1 when Windows Firewall was introduced)  and there isn't a KB article or a website that explains step-by-step how to configure the firewall to work with passive mode FTP.

    Funny, I don't recall having trouble getting FTP to work with Server 2003, but that's not really practical with this workstation. It might be easier to boot Windows 98SE and use FileZilla Client & ZoneAlarm (forgot what the last win98 version was, but it's installed).
