Editing Component Services COM+ Application Security Properties?

In WinSvr 2016 I am receiving an error regarding a COM+ application (RuntimeBroker) with the wrong user account assigned to it for running. I want to edit the security properties of the application using Component Services, but everything is disabled even though I am signed on as the Administrator.

I read a post about needing to do the edit while in Safe Mode to enable editing, but when I try to expand the COM+ Applications folder in the mode I get the following:

Suggestions? Either to resolve the error or to enable security and changing the assigned user under Normal Mode...
