Go Settings, Apps, Apps & features, scroll down to the program, click on it, click on Uninstall.

Most likely you did not install Whiteboard, in a recent Windows 10 update, the Sketchpad App was replaced by that Whiteboard App, because Microsoft have ended support for Sketchpad . ..
You should be able to remove Whiteboard from Settings - Apps . . .
