Can't see items in identity picker

I have an identity picker inside an RCDC for creating new user accounts. If I use my admin account, I can get the list of items within the picker. However, when I log in as one of the users managing this site, nothing shows up in the picker.
In the event viewer, I see the following in the Forefront Identity Manager event log
Microsoft.ResourceManagement.Service: Microsoft.ResourceManagement.WebServices.Exceptions.PermissionDeniedException: ResourceIsMissing
I have been searching the web but I'm not finding any cause or resolution.
Can anybody help me with this?
