Sharepoint folder - Custom permission level not working on General folder and sub folders in General

In SharePoint Online We have created a custom permission called "Restricted Delete". This permission if applied to a Document library will not allow users to delete the folder and content inside the document library. We tested and the permission works fine with all the folders which are kept outside the "General" folder. But its not working for anything inside the "General" folder. Need help to resolve this.

Is “General” folder a custom folder in the document library? Does it have different configuration or settings from other folders in this library?

It is possible that the General folder has unique permissions set already. Please remove the permissions (or permission inheritance) assigned on the General folder and all documents within via Details > Manage access > Advanced. Then regrant the custom “Restricted Delete” permission and see the result.
