I believe this is a scam:-

We were unable to process the payment for your Microsoft subscription. To maintain uninterrupted service, please verify your billing details promptly.

Resolve Payment Issue <link removed>

Possible reasons for this: This can occur if your credit card has expired, your bank declined the charge, or there are insufficient funds.

What happens if you don't take action?

If the payment issue isn't resolved within 24 hours, your subscription will be paused. You'll lose access to premium features and services until payment is restored.

Most likely, this is a phishing scam, this is widely reported, do not click any link in that Email, if you do have a subscription with Microsoft, log into your account on this link to check if any problem is indicated, if not, there is nothing further you need to do and you can safely delete that Email.
