From what I can find, ResPriHMStaticDb.edb appears to be tied to the SysMain/Prefetch subsystem, and by most accounts it can regenerate at startup even after removal and tends to be encrypted — which lines up with what you are seeing on your system.

Where it gets murky is why it still reappears with SysMain set to Disabled. There seems to be no clear, authoritative explanation that nails down the exact process responsible in that scenario. It may come down to a scheduled maintenance task, a Windows component briefly touching it, or a dependent service triggering the subsystem — but that would be guessing rather than confirming.

The file itself appears harmless and safe to leave alone.

If you want a definitive answer on what actually recreates it, the Feedback Hub (Win + F) is probably the best route, since it puts the question in front of the team that owns the component.
