At the time of login in b2c we can only see two operation modes. Either username or email.
However our requirement is that we can have username( which is not an email) or valid email
How can we achieve both of these functionalities in one login flow

I'm not sure, but I don't think that policy is quite what is being asked for. The linked policy only allows you to sign in via username if you sign up using username.
Are there any samples showing a sign up form that asks for both email address, username and password, and then lets you sign in with EITHER the email address or username?

No there is not @Andrew Beaven and MS employees just seem to reference the same custom policies over and over and never address follow up questions that clarify the original question. There are multiple discussions like this where MS has just ghosted.
