CoMnagementHandler log shows: Could not find one of the mandatory rules, Failed to merge/resolve rules. Error 0x8000ffff. Failed to process GET for assignment 13). Error 0x8000ffff
Resolution:

Push a client reinstall from the SCCM console and the issue is fixed.
