windows file recovery is unavailable

windows store doesn't work when it comes to windows file recovery .I can't get it there. Is there any available place to download it?
Please answer asap.

    I tested it and the download of Microsoft app "Windows File Recovery" works for me; download & installation was done within 20 seconds.
