Unable to register for the Hardware Developer Program

I am visiting the setup page

When I sign in with my Azure AD account (with global administrator privilege). It returns me back to the start page and I can't progress at all pass that point. I have an EV certificate from GlobalSign, I'm not sure why it wont let me pass this point.

    1. Please try to use different browser using incognito or InPrivate mode and follow steps using this link

    I have the same problem.

    I have tried three different browsers. I have tried creating a new tenant and I also tried creating a brand new account. For the new account, when I tried to add it to the authenticator app, the app has no response when reading the QR code. So I tried authenticating using a phone number and I get the error in the attached screenshot (phone number is removed).

    Same problem, got in touch with support and received the following reply :

    *Thank you for following up with me. We are aware that the hardware registration page is currently unavailable. We apologize for any inconvenience this may have caused. Our team is actively working to remediate the issue and restore the page as soon as possible. However, at this time we do not have an estimated time of resolution. At this time, I will archive this service request.   Your Partners at Microsoft Kindest Regards, Jason,
