To complete an offline installation of SQL Server Machine Learning Services, you will need to download the installation media and CAB files for R and Python support. Once you have these files, you can transfer them to the target computer and run SQL Server Setup. When you run Setup, an Offline installation page will be added to the wizard so that you can specify the location of the CAB files you copied earlier. Follow the on-screen prompts to complete the installation.
For SQL Server 2019, you can download the initial release of SQL Server and the corresponding CAB files for R and Python support. Even if you plan to immediately update your server to use the latest cumulative update, an initial release must be installed first.
