Unfortunately, as the article you provided says, this feature is only available in word in Microsoft 365. This is because the @mention function needs to obtain the user's email address, and the user account information of the Microsoft 365 series of products is stored in Microsoft Entra in the cloud for use by products in the series. SharePoint server uses Active Directory Domain Services (AD DS) to store user information. This product is independent from Office products, so this function cannot be used. According to the information I found, you can try doing Microsoft Entra hybrid join.
