This global icon and No Internet issue is related to NCSI service.
Please refer to below steps for further troubleshooting:
1.Check event viewer Application and Serive log > Microsoft > Windows > NCSI > Right click and go to View > Show analytic and Debug logs.
Once enable this log, related erro will be logged in Operational and Analytic.
2.Reproduce the issue and capture network trace.
You can open wireshark or network monitor first, restart the network adaptor, keep it running around 1-2 minutes and stop the capture.
It will capture a NCSI DNS probe traffic and you will find related insights inside.
