HLK client installation error on test system in Hyper-V

I have VHLK(on Windows server 2019 Datacenter edition, Virtual HLK (VHLK) for Windows 10, Version 2004) running on a Hyper-V in a host machine. I created another virtual machine (Windows 11 Enterprise Evaluation, 22H2) as a test system for testing my software only virtual device driver.
I am following this page to install the client on the 2nd virtual machine.

I succeeded till "2. Enable test client to access the install share on the test controller".
but when I execute command for step "3.Install HLK test Client In Native Mode"
\<controllername>\HLKInstall\CoreSystemClient\InstallWTTClient ICFAGREE:1

I got an error below (I am attaching the entier log file).
Installing client packages.

The package Microsoft-OneCore-WDTF-Package is already properly installed. Not staging.

The package Microsoft-OneCoreUap-WDTF-Package is already properly installed. Not staging.

All packages are already installed and nothing needs to be added.

Resuming script and no reboot needed.

Check that all necessary packages were installed.

Registering OneCoreWDTF

'RegisterOneCoreWDTF.exe' is not recognized as an internal or external command,

operable program or batch file.

Failed to register WDTF: Error code is 9009

The Client installation/Upgrade failed.

Trying to start hlksvc despite the failure.

WTT client is not installed. Could not be started.
