How can I generate a draft email (programmatically) to be opened in compose mode with New Outlook

We frequently make use of systems generating an "EML" file and then use Outlook to open it. This presents the behavior of opening a draft email window with Outlook that then lets our users add content to the drafted email, adjust the recipients and then send the email through Outlook.

With New Outlook it appears support for this behavior with EML files isn't there. It only opens EML files in a "view" mode, instead of a draft or compose mode.

Is there an alternative way to create a draft email file that can then be opened in New Outlook, in the same manner a newly composed email would appear when created from within New Outlook?
