To further troubleshoot this issue, please kindly try below steps:
1.Please kindly run ipconfig /all on your desktop and notebook to check the IPV4 address assignment.
2.Run CMD command "tracert IPV4 address of desktop" from your notebook and see on which hop the traffic is lost
3.Run CMD command route print to check your routing table and see if there's working routing to the desktop.
4.You can also try to capture network trace of ping/tracert by wireshark or network monitor. By filtering the IP address inside you will see on where the traffic was dropped.
