Anyone assigned DCR for VMinsight w/o enabling system-assigned identity?

So I'm trying to get our new monitoring solution in place. I have several policies assigned in our root-tenant to add user-assigned identity, install AMA and assign our default DCR:s.
So I was testing the policy I created for enabling VMinsights but as soon as you add resources to the policy it enables the system-assigned identity on the resource.
Anyone had the same problem and came up with a solution?
