Copilot Studio : Generative Answers Custom Instructions Not Working

When I create a Copilot in Copilot Studio using generative answers and add custom instructions, the custom instructions don't work. For example,

I did remember to save my changes, publish, and refresh the chat session.

I thought prompt modification would give "system prompt" type behavior as well. It obviously does not and there's some additional prompt management going on under the hood. It's a shame because I have not figured out how to make the "generative answers" node behave like an actual generative answer. It wont do what I instruct... it will consider a prompt modification I suggest if it's in the mood? It ignores any concrete instructions and really restricts what you can do with the node :( .
