Issues accessing a shared folder

I have a total of about 10 workstations on a network not on a domain. All except one is able to access a shared folder that I have setup. On the shared folder I have the permissons set to Everyone full control. I can ping the ipaddress of the host pc but when I try to access the folder through explorer I get a network access error. I try to access the pc through windows explorer through explorer using the pc name and ipaddress ex. \sharedfolder or \192.168.0.64 and both do not work. I have file share turned on. I made sure that the workstation has a username and password setup for credentials. When I open explorer and select network I can only see 2 out the 10 other workstations and they are not the one with the shared folder. At this point I am stuck and not shure where to look.

The PC with the issues is Win 10 IoT Enterprise and the other that I want to access is Win 10 Pro if that makes a difference.

    If you cannot access the shared folder and a network error occurs, you can refer to the following steps to troubleshoot:

    1. First check whether the shared dependency service is started. Use the shortcut keys win+R to open the Run bar and enter "services.msc" to enter the service management interface, and check whether the Workstation and Server services are started. If not, set them to start automatically.
    2. Use the shortcut keys win+R to open the Run bar and enter "gpedit.msc" to enter the Group Policy interface, then find the Sharing and Security Mode of the local account on the right side of Windows Settings -> Security Settings -> Local Policies -> Security Options, and change it to Classic Mode. Then restart the computer to see if you can access the shared folder.
