How do I toggle off Recall and Snapshots when its missing from settings for 11 Pro?

I can not toggle off Recall and Snapshots because it is missing from settings. I want to disable this option because it is disrupting my work when it pops up every 10 seconds.

If there is no Recall button on your taskbar or settings page, your computer is not running the latest version. Microsoft may have added or modified settings options through updates, including settings related to Recall and Snapshot.
