Whats is the difference between Test Plan¹ and Test Plan in Azure DevOps?

Question

I would like to know what is the difference between creating a test plan using the boards and the Test Plans tool in Azure DevOps.

When I create it on the boards, it generates a Test Plan¹ type card:

When I create it using the Test Plans tool, it generates a Test Plan type card:

The test plan created on the boards does not appear in the Test Plans tool and the test plan created in the Test Plans tool does not appear on the boards
