Unable to deploy LLM - insufficient quota

I need to deploy an LLM (llama 3, because reasons) and am attempting to do so from the model catalog. We have an Azure Sponsorship with a significant number of credits (verified), and we do have a valid payment method attached to our account, but I am unable to deploy a VM due to "insufficient quota." I then requested a quota increase (for A100 96vcores) but was informed this is impossible at the moment due to demand. I notice (see screenshot) that the VM row on our Usage + Quotas screen is greyed out, so I'm wondering if we have the wrong account type to do this? Please advise. (I chose "Azure AI services" as a tag because there is no "AI Studio" tag.)

    Hello @Dirk Schmidt

    Unfortunately at this time Azure Sponsorships are not prioritized over these types of Machines

    Unless you create a plain PAYG Subscription and ask again it is quite hard to get a Quota there
