Outlook classic cannot integrate with Teams - Add-On not work !

Question

I am using Office 2019 and Teams on Windows 10, the outlook can add NEW TEAM meeting, I bought a new laptop which is Windows 11 Pro + Office 2021, then I download teams and installed, but found the add NEW TEAM meeting missing (as picture)

I tried following so far ALL FAILED :

1. Remove add-in and re-add
2. Repair and update office
3. Windows update
4. Repair Assistant
5. Online update by Power Shell
6. ADD add-on registry value - I found it missed, but after I add back value, the outlook failed to start

Very frustrated and looking for help !!!

To solve the issue, please refer to the link and try the following steps to troubleshoot:

1. Check policies
2. Use the Teams Add-in Missing in Outlook diagnostic
3. Use Microsoft Support and Recovery Assistant
4. The Enterprise version of the Assistant
5. Fix the issue manually
6. Check the status of the add-in in Outlook
7. Verify registry settings
