On our tenant this was under Topics and the item was called Conversational Boosting. Flipping it off cleared the error preventing publishing.

I'm unable to publish the copilot after adding the gen ai feature. My licensing is up to date, so that's not the issue.
The error is: "You've boosted your conversational coverage, which is a feature that blocks publishing. Change your settings or contact your administrator to publish this copilot."

Go to your bot's settings in Copilot Studio, then Generative AI, then change the setting from Classic to Generative AI.
At least for me, once I changed this setting the error went away and I could publish again.

Actually I had previously switched the gen ai on in the settings.
Here's my current settings:
- Knowledge source has 1 public url
- 'general knowledge' ai switched on in the knowledge section.
- Generative ai switched on in the settings.
I'm still getting errors that prevent publishing:
