Why doesn't Microsoft QA their own updates anymore? Not even spellcheck or proof-read?

Proof Microsoft doesnt QA or check work Capture

Showing the "headerr" "modal" is pretty good proof that Microsoft has fired Q&A too soon. Why is a multi-billion dollar organization unable to do something as simple as proofreading or spellchecking their own material?
