It sounds like you're dealing with a situation where a user is trying to re-register for Multi-Factor Authentication (MFA) in the wrong Microsoft Entra ID tenant.
As you have multiple Microsoft Entra ID tenants (directories), users can be registered for MFA in only one directory at a time. When a user attempts to register or re-register for MFA, they need to be in the correct directory where their account is set up.
The user is currently logged into a directory where MFA is not enabled or configured, they will not be able to re-register for MFA. Instead, their account is registered in another directory where MFA is properly set up where you can re-register MFA in this directory.
Steps to resolve:
- Determine which directory the user’s account is registered in. This can typically be done by logging into the Azure portal and checking the user’s profile.
- You will need a global administrator from the correct directory to assist. They can help switch the user’s context to the correct directory.
- In the Azure portal, click on your profile icon at the top right, and select "Switch Directory." Choose the directory where the user is registered for MFA.
- Once the user is in the correct directory, they can navigate to the MFA registration and re-register MFA via https://aka.ms/mfasetup or can be done in the azure portal itself.
