    SQL Server Data Tools (SSDT) is free to download and use. It provides tools for developing SQL Server databases, including project templates and integrated debugging features.

    SQL Server 2019 Developer Edition is free to download and use for development and testing purposes. You may also use SSIS without licenses for test environment.
