Hi Team,
One of my client machine I can see lot of error message like
" Couldn't remove the user XX from database XX from the external libraries folder, error: 0x80070003
Can you please suggest what is the issue and fix for it.
SQL server 2019 Developer version with CU24

Check the folders C:\Program Files\Microsoft SQL Server\MSSQL16.MSSQLSERVER\MSSQL\ExternalXXXXXX and see if you have something there. (The MSSQLSERVER part will be a different if you have a named instance.)
Also check the views sys.external_languages and sys.external_libraries. Is there any data?

Check if it is the firewall or antivirus software blocked access to the files.
Also, check the Windows Event Viewer if exists any relevant error messages.
