My azure service bus is premium tier and configed manual scale with max 8 message units, but i still got throttled requests issue. In the meanwhile, CPU is very high and over 70%. What can i do for now?

Welcome to Microsoft Q&A! Thanks for posting the question.
Apologies for any inconvenience with this issue. As you have confirmed that you have scaled up to 8 MU but still see the high CPU utilization.
I will need to look into the backend logs for your service bus namespace how is your operation/incoming/outgoing request tread from the last few days and whether there was a spike in any of the metrics that would cause this behavior. Please refer to my private comment for more details.
I will also suggest if you haven't look into the throttling document of the service bus.

Incoming request picture is also attached. i am not sure what's the unit of incoming requests and what's the difference between 'count' and 'sum' for Aggregation level. Could you help to explain what's happened when throttled issue happened?
