What I can highly recommend to troubleshoot the issue is to run the system file checker to check if there's any corrupted system files that are just looping around causing this kind of technical issue to exist on your Surface device.
To do that, simply type CMD on the search box next to the Windows icon or in Cortana and run it as administrator. Once opened, type and enter "
sfc /scannow ". Let it load until it's done, then restart the Surface device run the Surface Diagnostic Toolkit >>https://support.microsoft.com/en-us/help/4037239/surface-fix-common-surface-problems-using-surface-diagnostic-toolkit.
Once done running SDT, kindly uninstall/reinstall the display driver in Device Manager.
Open Device Manager
Expand Display Adapter
Right-click on display driver available and select "uninstall device". If a pop-up shows up before you can uninstall it successfully, kindly leave the box unchecked. Once uninstalled, kindly restart the Surface
device to reinstall the driver automatically, then check for Windows Update in Settings.
