Cannot Install Visual C# 2010 Express Under Windows 7 Ultimate – 64 Bit: Missing dlmgr.dll Error

Greetings;

I’ve tried to install Visual C# 2010 Express, both from the Visual C# 2010 Express installation package athttp://www.microsoft.com/express/downloads/#2010-Visual-CS,, and through the ISO Image at http://www.microsoft.com/express/downloads/#2010-All. Both installations fail when installing under Windows 7 Ultimate 64-Bit Version 6.1 (Build 7600), with all of the corresponding system and security updates installed through Windows Update and Internet Explorer 8. 

The error message I receive during the installation from the separate installer for Visual C# 2010 Express, vcs_web.exe, or running setup.exe from a successfully burned ISO image is as follows:

setup.exe – System Error

The program can’t start because dlmgr.dll is missing from your computer. Try reinstalling the program to fix this problem.

Also, I’ve seen no other errors related to this setup issue, and I’ve made sure that the Compatibility Properties setting for “Run this program in compatibility mode for:” is disabled, and that the Privilege Level is set to run the setup as an administrator, with no success.

On my notebook, which is running Windows Vista 64 Bit Ultimate, there were no installation issues whatsoever.

Any help, suggestions, insights and recommendations you could provide would be greatly appreciated.

Sorry... I did get tied up and then I just plain forgot...  But I do see I have a suggestion...

Go To Control Panel - Programs and Features - Turn Windows Features on or off and in that Window make sure Microsoft .NET Framework 3.5 is checked.

My apologies for not writing back sooner.  I have a question regarding your last post:

Doe the "Yes" refer to that the Visual Studio Express 2010 setup.exe relies on the .NET 3.5 SP1 CLR and Framework and / or the .NET 4.0 CLR and Framework?  If so, which of the two versions of the .NET runtime does the setup rely on? 

I'll try the setup tool at http://blogs.msdn.com/b/astebner/archive/2008/10/13/8999004.aspx and let you know what I find shortly.

Thanks for the suggestion, Gina, but dlmgr.dll was no where to be found on my system, even with Visual Studio 2008 with .NET 3.5 installed and configured.  Also, I reviewed the documentation for Magic ISO athttp://www.magiciso.com/tutorials/miso-mount-iso-image.htm, and didn't see the value of mounting the ISO of Visual Studio Express 2010 in its entirty when I was able to burn and run the setup.exe until it to could not find dlmgr.dll.

I've also tried repairng or upgradiong Windows 7 Ultimate 64 Bit to no avail. 

Does the Visual C# 2010 Express setup rely on the .NET 3.5 or 4.0 Framework and runtime to perform the setup?  And, if one or the other is used, why doesn't that particular DLL, namely, dlmgr.dll, load dymanically from the setup extracted file set?  

Again, any other suggestions or insights that you or other readers could provide would be greatly appreciated.
