Is is possible to send an email notification if a file does not get copied into an Azure Data Lake Storage folder by a certain time?

I would like to create an Alert on a Data Lake Storage folder which will be triggered when the folder is not modified by a certain time each day. I want to notify users if files are not received in the folder by 15:00 each day. I have looked into creating an alert rule on the ADLS resource but cannot see this event listed. This is Data Lake Storage Gen 1.
