Changes to root folder permissions/protections?

We've been developing software using network drives mounted as M:, Q: and R: for over 30 years. There are various .CMD files as well as a master project (now solution) file in the root. We are finally trying to get our development environment working under Windows 11 Pro and we've discovered that our source control provider (a 10+ year old 32 bit product that is no longer supported) is unable to open any files in any drive ROOT for WRITING -- or perhaps it is having trouble removing the READ-ONLY attribute from the checked-in files before opening them for writing. Strangely, I don't think I see this in anything else.

So... is there any documentation about what Microsoft has changed from Windows 10 Pro (where this worked fine) to Windows 11 Pro (where it has problems) in relation to root folder security? Or whatever topic is appropriate for this type of change?

When I search online all I can find is "fluffly" change lists that show rounded corners, new menus, phone integration and **** like that (none of which I have any use for, by the way). I have been totally unsuccessful in finding any actual technical details that might help me to resolve this problem -- or even to hint at a system change that I might try to research further to try to find a solution.

However, it is possible that there may be some differences in the way that your source control provider interacts with the operating system on Windows 11 Pro, which could be causing the issue you are experiencing.
