How do I allow my SCCM clients to work on a metered LAN (ethernet) connection?

I have ConfigMgr v2010 and set the Default Client Settings to "Allow" metered internet connections.
Why am I still having issues with clients re-installing the configmgr client?

The clients that are already clients and have had their ethernet connection set to be metered will NOT allow me to reinstall the client. When I try to install from ConfigMgr Console the ccmsetup.log shows "Client deployment cannot be fulfilled since use of metered network is not allowed."
But it is allowed in the client settings, why is it saying it isn't allowed?

I just took a client that was not set to metered LAN (ethernet) connection and then set the LAN connection to metered. I then re-installed the client using ConfigMgr console and it worked fine. However, I look in CcmMessaging.log on the client and see this:

Why is everything not allowed with metered network since I have it set in the default client settings? There are no client settings that have a higher priority which have "Metered Internet Connections" setting in them than the default client settings.

I thought Config Mgr v2010 was supposed to allow metered ethernet connections to work with the client and configmgr???? What am I missing?

    Thanks for posting in Microsoft Q&A forum.

    After configuring the client settings, Configuration Manager will configure clients with these settings when they next download policy.

    We can choose a device and try to Download Computer Policy in Client Notification tab of Device group. And check the CcmMessaging.log after trying to install the client. In order to check whether the problem is caused by that the computer policy has not been downloaded.

    I had the client download local computer policy and nothing changed.

    I checked that client and realized you can right click the client in ConfigMgr > Client Settings > Resultant Client Settings and you can then see the client settings for that client and it does have metered internet connection set to allowed.

    I checked the configmgr client on the local machine and noticed that the only actions were Machine policy renewal and user policy retrieval so something is wrong with the client when I install it with a metered connection because I was able to replicate the issue a 2nd time.
    I turned off metered connection on the client, installed the client with no problems. CCMMessaging.log was communicating. I set the client to metered connection and then reinstalled the client and every time I do reinstall with metered connection on ccmsetup.log always exits with return code 7 instead of 0 so I have to restart the machine.

    When I log back in I still have only 2 actions showing in configmgr on the client. I tried to reinstall the client from ConfigMgr console and then ccmsetup.log shows the client cannot be deployed because of the metered network is not allowed.

    I can repeat this process over and over.

    The resultant client settings show metered connection is allowed on this client.

    Seems to me that allowing metered connection does pretty much nothing.

    Were you able to resolve this problem? I'm in the same situation. "metered internet connections" is set to "Allow"
    Still get this in the ccmmessaging log.

    Request to http://------.-----.--.--/ccm_system_windowsauth/request cannot be fulfilled since use of metered network is not allowed.
    Post to http://------.-----.--.--/ccm_system_windowsauth/request failed with 0x87d00231.
