Lifecycle Workflows – 401 Error – Backend Not Provisioned

I have a Microsoft Entra ID P2 license assigned to a user. I’ve also added the “Identity Governance Administrator” role. When they attempt to access Lifecycle Workflows in the Entra portal (https://entra.microsoft.com/#view/Microsoft_Azure_PIMCommon/LifecycleWorkflowsMenuBlade), They receive a 401 error with the message “You don’t have access.”

Hello Troy Zoschke,

Based on your description, I understand that you're encountering the error message "You don't have access" when trying to access the Lifecycle Workflows page in the Entra Portal.

This behavior is expected if the required license is not assigned. While Microsoft Entra ID P2 includes many advanced capabilities, it does not include Identity Governance features such as Lifecycle Workflows.

To use this feature, your tenant must have one of the following licenses:

  • Microsoft Entra ID Governance
  • Microsoft Entra Suite

The Microsoft Entra ID P2 license on its own does not cover Identity Governance.

    Thanks that's right I need another license as the P2 license does not cover lifecycle.
