I've been searching Microsoft for this runtime engine and cannot find it anywhere. I found a link to a document but there was no working link. Any help is appreciated. I need both 32 and 64 bit versions for different customer

At the moment, nothing happens when you click either download button. IIRC, Microsoft is aware of this problem.
