Did you try reading the error message? It says that you need to reboot your machine before you can proceed.

Hi! I try to install Sql Server but i have a problem. I choose basic mode , the download finished ok but at the end of install i get this error:
]1 I read in another topic that it is caused by firewall, but i can not figure out how to fix it. Any suggestion? Thx.

I would recommend that you download the ISO and work from there. You may still face the error, but with the ISO it's a little easier to work with.
Sometimes one reboot leads to another. That is, you may have to make some more reboot. It could also be that there is a file-rename operation that has been stuck. See https://learn.microsoft.com/en-us/answers/questions/95451/a-reboot-from-a-previous-installation-is-pending-p.html. (That post has nothing to do with SQL Server, but your is a general Windows problem. SQL Server is just the victim.)
