redo function is not working in excel

New computer with Windows 10 and Excel 365. (Latest versions) Copy and paste works but repeat paste does not. Checked old system it now has same issue. A little research resulted in finding out that Excel (and probably all of 365 suite is storing configurations in cloud -- NO, NO Microsoft!!)

Can anybody explain why it is not working and how to fix what Microsoft broke?

    Welcome to the Microsoft Community. Thank you for sharing your issue. I understand that the redo function in Excel is not working for you, and I sympathize with your situation.

    You can try the following steps:

    Repair an Office application - Microsoft Support

    If that doesn't work you can still try:

    1. Exit all Office programs
    2. Make sure there are no files in the following folders:
      1. Locate to C:\Users\User Name\AppData\Roaming\Microsoft\Excel\XLSTART and press Enter to see if the file exists, if it does, delete it, if it doesn't, close it;
      2. Locate to C:\Program Files\Microsoft Office\root\Office16\XLSTART or C:\Program Files(x86)\Microsoft Office\root\Office16\XLSTART to see if the file exists, if it does If there is a file, again please delete it, if not, close it;
    3. Press and hold the Windows key + R at the same time, type regedit and press Enter;
    4. locate the following keys in turn and rename the excel folder (right click on it and select rename, e.g. rename Excel to Excelold); HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Excel HKEY_CURRENT_USER\Software\Microsoft\Office\Excel
    5. After performing the above operations, view the problem.
